Disaster Functions

Community Services (COS) *

Team Names: Mass Care Feeding (FF), Mass Care Sheltering (SH), Bulk Distribution (BD)

  • Provide food to rescue workers, disaster victims, and Red Cross staff
  • Set up and manage Red Cross evacuation centers, shelters
  • Distribute emergency supplies to Red Cross sites via the Emergency Response Vehicle (ERV)

Certification is required to drive the ERV. Funding and training provided by the Emergency Services Department

Information Management Support Services (IMS) *

Team Name: Disaster Assessment (DA)

  • Interface and tour disaster areas with government officials, public safety personnel and/or Red Cross officials
  • Monitor and record media and radio communication systems 
  • Record data in items above and distribute to Red Cross officials

* These are some of the primary roles of the Red Cross Disaster Relief. All disaster volunteers are required to hold current certification and attend training to remain a disaster volunteer; Mass Care Feeding, Mass Care Sheltering, Disaster Assessment

Individual Client Services (CLS)

Team Names: Client Casework (CS), Welfare Information (WI)

  • Work directly with people affected by a disaster to provide immediate emergency needs; food, clothing, shelter, referrals and other services
  • All Red Cross services are funded through vouchers / client assistance cards
  • All Red Cross services are provided on a case by case scenario based upon individual damage assessment, other agencies assistance programs, and capabilities of self assistance

  • Interface with NHQ Call Center providing emergency messages to clients from family outside of the disaster area; encourage clients to send messages to family stating their current situation

Client Caseworkers (CS) are derived from the Red Cross Disaster Action Team, certified in family services casework
 

Team Name: Disaster Mental Health Services (MHS)

  • Mental Health workers work directly with rescue workers, those affected by a disaster, and Red Cross personnel to provide immediate mental needs

 A valid, State of Connecticut license from the Department of Public Health is required for affiliation: LCSW, Family & Marriage Therapist, and Psychologist

Team Name: Disaster Health Services (HS)

  • Provide basic first aid to those affected
  • Interface with Mental Health Services, hospitals, and funeral directors
  • Review health records of Red Cross personnel and interface with Red Cross Staffing Officers (Team Name: Staff Health Services / Staff Services– SW)

 A valid, State of Connecticut license from the Department of Public Health is required for affiliation: EMT, LPN, RN, MD.

Material Support Services & Technology (MSS)

Team Name: RT Communications (RCM)

  • Provide ham radio communications between Red Cross chapters, shelters, feeding sites, ERVs and any other necessary locations
  • Operate two-way radio, commercial equipment on Red Cross commercial frequency(s)
  • Interface and deliver communication messages between disaster functions

    A valid, FCC Amateur Radio License is required for affiliation: Technician or higher license classification.  CPR Title 47, Part 97 Rules apply where applicable.


Team Names: Facility Management (FAC), Invoice Review (IR), Procurement (PRO), Transportation Management (TRA), Warehousing & Supply (WHS)

  • Obtain disaster supplies from vendors
  • Warehouse storage, inventory, logistics
  • Review and record invoices
  • Equipment return
  • Interface with delivery carriers
  • Transportation Management / Dispatch


Team Name:
Safety & Security (SAS)

  • Review equipment and Red Cross facilities to ensure Red Cross workers and clients are in a safe atmosphere
  • Assist managers and leaders in facilities with disputes and ensuring peace
  • Recognize hazards; fix / modify when applicable
 
Partner Services (PS)
Team Name: Government Relations (LG)
  • Liaison at municipal Emergency Operation Centers (EOC) ensuring proper representation of Red Cross service

    Government Relations (LG) personnel are experienced Red Cross personnel who fully understand Red Cross Disaster Relief policy and capable of interfacing with public safety and government officials
